Purpose and Request:

The purpose of this study session is to allow for a discussion of a supplemental funding request submitted to the County from the District Attorney’s Office regarding positions and data storage costs related to the increase in workload following the passage of SB20-217 and the mandate for body worn cameras by law enforcement.  The session will provide an opportunity for the District Attorney to present information and the Board of County Commissioners to ask questions on this topic.

Background and Discussion: The District Attorney’s Office submitted a supplemental funding request to the counties that compose the 18th Judicial District for the addition of three (3) positions and the purchase of additional computer server backup storage.  This request has come forward as a result of the passage of SB20-217 - Enhanced Law Enforcement Integrity which requires law enforcement officers to don body worn cameras and capture electronic evidence.  The District Attorney’s Office has indicated that a number of law enforcement agencies within their jurisdiction have implemented this requirement and increased the number of cameras and, thus, the amount of data and evidence that needs to be handled by staff.  This has also increased the amount of time for CORA and discovery requests the Office receives.

The total amount of the District Attorney’s Office request is $130,120 with $82,121 to be proportionate share to be funded by Arapahoe County.  This includes the prorate share of the 3 positions as well as the $70,000 in backup storage capacity.

The attached request from the District  Attorney’s Office provides more information on the request and staff from the District Attorney’s Office will be present at the study session to provide additional information and answer questions that may arise.

 

Fiscal Impact: If considered for formal approval, the Arapahoe County share of the request would be $82,121 for the remainder of FY 2021 but the additional ongoing costs would carry forward in to subsequent fiscal years as part of the base budget for the District Attorney.

 

Alternatives: No direction is sought at this meeting but, if it does advance to formal consideration, the Commissioners could choose to fund or not fund this request similar to other supplemental budget appropriations.
