Purpose and Request:

Request the Board of County Commissioners to provide two Fixed Asset Numbers for TVI Bumper Sets for vehicles # 9363 and # 9054.

Background and Discussion: The Sheriff’s Office provides in-service training and POST academy training on TVI to commissioned deputies annually.  Our current TVI vehicles, Ford Crown Victoria’s, are 11-years old and in poor condition.  County shops does not have the ability to repair or replace these vehicles as they have been discontinued by Ford.  Additionally, this body style is no longer being used as a patrol vehicle, therefore deputies are not receiving training in similarly driven vehicles.

Installing TVI bumpers to these vehicles will provide required training to deputies and help provide a better quality of life to our community from individuals posing a serious threat.

The Sheriff’s Office provides TVI training to all commissioned staff and academy cadets as a means to end high risk pursuits as authorized by policy.  TVI is a technique utilized under specific circumstances, and it is not considered ramming. TVI is the intentional redirection of the suspect vehicle’s direction of travel through the controlled use of force by the primary pursuit vehicle, without causing Serious Bodily Injury to the deputies or suspects.  TVI is an acceptable method of terminating an authorized vehicle pursuit when it is determined that the suspect and the vehicle may pose a danger to both the deputy and/or the safety of the community.  Having the proper equipment / vehicles to train on this technique is therefore critical.  Our current vehicles are 11-years old and in poor condition.  County shops can no longer repair or replace broken parts as Ford Crown Victoria is no longer produced.  Installing reinforced bumpers and roll bars on two Ford Explorers will aid in future TVI training currently being driven on patrol.  Both Units # 9363 and # 9054 are retired vehicles from patrol that were kept back from auction specifically for driving training.  

 

 

Fiscal Impact: The estimated cost to install TVI bumpers and roll bars on each vehicle is approximately $6,525 per vehicle ($13,050 for two vehicles).  This will be paid out of existing budget and Sheriff’s Office is not asking for any financial assistance.

 

 

Alternatives: The alternative to this proposal is to take no action. If this request is not approved the Sheriff’s Office TVI program will soon end as there are no other options.
