The Arapahoe County Information Technology Department (IT) requests the Board of County Commissioners approve and authorize the Chair to sign the intergovernmental agreement with the City of Littleton to establish the terms of use and governance of shared telecommunication services and fiber infrastructure. The Board approved this item for consent on March 21, 2022.

Background and Discussion: In Sept of 2001, Arapahoe County entered into an agreement with the City of Littleton to share county-owned fiber optic resources. The city agreed to provide a secure and closed space at the city municipal court building located at 2069 W Littleton Blvd to house county fiber-optic network equipment and give access to the said location to authorize county employees for maintenance and communication needs. In addition, the county agreed to provide use of dedicated usage of ten (10) strands of multi-mode fiber and two (2) strands of single-mode fiber from within the county's existing private fiber network. That fiber network extends or runs generally speaking from 5334 Prince Street, Littleton, south along Rio Grande Street to a point adjacent to the property line of the City municipal complex (City Hall) and thence easterly within and across the right of way and under the tracks of the BNSF Railroad across county-owned land to the current Arapahoe County Sheriff's office at Court Place, Littleton, continuing easterly and southerly to the County's "Arapahoe Plaza" office complex on Littleton Blvd., then extending southward along South Windermere Street, eastward behind the Woodlawn Shopping Center to the County's former "CSU Extension" office building on South Datura Street.

This agreement is a continuation of partnership with the City of Littleton. It should be noted that County shall retain ownership of the conduit, fiber and non-City rights of way and control of access to the subject fiber and conduit from 5334 South Prince Street, Littleton to Arapahoe Plaza terminating at 1610 West Littleton Blvd, Littleton. The City will hereby be responsible for any conduit, fiber and non-County rights of way, utility locates, and control of access to the subject fiber from the end of the County’s property at 1610 West Littleton Blvd, Littleton to the utility pole located at the former County CSU Extension building at 5804 South Datura Street, Littleton.

 

Alternatives: The only alternative would be to not sign the IGA and Services Agreement and to have the City of Littleton install their own fiber. 

 

Fiscal Impact: This fiber and conduit is already installed and has been in use for some time. The capital costs have already been absorbed and this poses no physical impact to the counties budget.

Concurrence: The City of Littleton concurs with renewal of this IGA.
