The purpose of this presentation is to provide information and answer questions regarding the State’s Master Task Order Contract for Local Public Health Agencies.

Background and Discussion: In Since the mid-1900s, Arapahoe, Douglas, and Adams counties have partnered with the Tri-County Health Department (TCHD) for public health services. In 2021, Douglas County, followed by Adams County, announced their intention to leave the TCHD partnership. With those departures, it became necessary for Arapahoe County to examine how best to serve the public health needs of residents and businesses.

Over the past six months, Arapahoe County has implemented a methodical and educated process to create a strong and stable health department and has worked to ensure that the newly created Arapahoe County Public Health Department (ACPHD) can effectively deliver services starting January 1, 2023 when Tri-County Health ceases to exist.

 

Part of this process will involve entering into various agreements with the Colorado Department of Public Health & Environment (CDPHE) regarding shared state and federal funding for such services. As each local health department uses different program funding based on their community needs, the state will craft future agreements - known as Task Orders - that outline specific requirements.

 

 In order to avoid repeating standard terms and conditions in numerous contracts, the CDPHE has established a Master Task Order Contract for Local Public Health Agencies, which provides overarching guidance on items such as when task orders start and stop, how each will be organized, generally how payments and reporting (if any) will generally be handled, what to do if there is a dispute, etc. All public health agencies are required to approve this agreement to receive state and federal funding from the State.

 

The attached draft document sets forth the general terms and conditions between the Arapahoe County Public Health Department and the State for future Task Orders that will apply to more specific functions and respective responsibilities.
