The purpose of this study session is to propose to the Board an Intergovernmental Agreement (IGA) with The City of Centennial for a Centennial Homeless Liaison position.

Background and Discussion: The City of Centennial, with the support of the Mayor and City Council, approached Arapahoe County to propose a shared position that would focus on addressing the specific needs related to homelessness in the City of Centennial, within Arapahoe County.                                                                                                                                          

 

The City of Centennial has seen an increase in their unhoused population over the last two year.  Due to this increase, they would like to provide additional resources and assistance to those experiencing homelessness in their community, in partnership with Arapahoe County.  The specific needs of The City center around the need for direct outreach and resource sharing to those unhoused in the community, specifically in encampments. 

Community Resources staff and The City of Centennial’s staff have met and discussed the proposal to hire an Outreach Liaison position.  This position would be funded fully by the City of Centennial, with supervision, equipment, and in-kind being provided by the county.  These costs would include technology and equipment, office space, and supervision time.  Together, the City of Centennial and County staff have drafted a Job Description as well as an Intergovernmental Agreement that outlines the work that would be done by the Outreach Liaison.  This agreement also outlines the roles of the City and that of the County in this partnership.   

The focus of the Liaison position would be direct outreach to individuals experiencing homelessness in Centennial, at times in tandem with the Sheriff’s Office, to provide resources and information, in order to assist individuals with obtaining the resources they need to secure housing and services.  In addition, this position will work with County and City leadership to develop a workplan, identify trends, and collect data on those encountered. 

 

Fiscal Impact: Arapahoe County would provide the in-kind costs for the supervision and administration of the Centennial Outreach Liaison position.  This would include equipment costs (est $5,000 one-time), cost of supervisory time (unknown), and office space.  This position may also need to utilize a county vehicle for outreach, cost will need to be explored.

 

Alternatives: If the Board does not support entering into this IGA, the City of Centennial will explore other options to best meet the needs of the City.

Staff Recommendation: Community Resources staff recommends entering into this IGA and sees this position as an opportunity to continue to expand our regional, collaborative approach to addressing homelessness.
