The Board of County Commissioners is requested to allow the Arapahoe County Sheriff’s Office (ACSO) to apply for the 2022 Edward Byrne Justice Assistance Grant (JAG) with the City of Aurora Police Department (APD).
The application process requires a Memorandum of Understanding (MOU) to be drawn up between the participating agencies prior to submitting the formal application. The Sherriff’s Office requests the Board of County Commissioners to authorize the Sheriff to sign the MOU between Arapahoe County on behalf of the Arapahoe County Sheriff’s Office and the City of Aurora.
If awarded, the Sheriff’s Office requests authorization to accept the grant and requests the Board of County Commissioners to authorize the Sheriff to sign the grant award because of Equal Employment Opportunity Plans (EEOP) requirements.

Background and Discussion: The Arapahoe County Sheriff’s Office and the Aurora Police Department wish to jointly apply for a Justice Assistance Grant to provide additional funding for NARCAN Nasal Spray Kit Supplies and High Visibility Patrols for public events and large gatherings in the ACSO service areas. This is a recurring grant. The APD will manage the grant and funding, which means for purposes of the Grant, the City of Aurora shall not be considered a “pass-through entity” within the meaning of Office of Management and Budget Circular A-133.
The City’s status shall be that of a fiscal agent and, as such, the City shall bear no responsibility for monitoring the use of the Grant funds by the ACSO. The total amount of the award for the ACSO is $21,960, allotted as follows:
$8,250 to purchase 150 NARCAN Nasal Spray Kits for emergency treatment of opioid overdose in the field by ACSO first responders;
$13,710 to provide approximately 200 hours of proactive high visibility patrol to prevent and respond to active threats targeting public events, entertainment districts and other “soft target” public venues.
Fiscal Impact: There are no additional fiscal impacts as there is not a matching fund requirement for this grant.
Alternatives: The alternative is to not accept the grant and try to fund the NARCAN and High Visibility Patrol through the General Fund.
Alignment with Strategic Plan:
☐Be fiscally sustainable
☐Provide essential and mandated service
☒Be community focused
Concurrence: The Sheriff’s Office Administration and Public Safety Bureau are in concurrence with this decision.
Resolution: Attached is a copy of the draft resolution.
