The purpose of this item is to instruct negotiators regarding the contracted medical officer as part of the procurement process.

Background and Discussion: The County conducted a competitive procurement process for a contract medical officer earlier this quarter, convening a technical review team to evaluate the sole submittal, recommending moving the respondent forward to an interview with the Board of Health. During the July 27, 2022, Board of Health meeting, staff provided additional information about the role of a contract medical officer.
Fiscal Impact: Approximately $72,000 - $144,000 annually.
Alternatives: Following the interview of the respondent, the Board of Health has several options:
• Instruct negotiators to pursue a contract with respondent, consistent with the procurement process.
• Cancel the current procurement and reissue solicitation.
• Seek an interim officer, consistent with procurement guidelines.
Staff Recommendation: Staff recommends negotiating a one-year contract with the respondent, which will allow department staff to evaluate efficacy and establish key clinical programs by the end of 2022. Staff further recommends contracting with another medical professional to provide additional support as needed.
Suggestion Motion(s): I move to enter contract negotiations with the sole respondent, consistent with the county’s established procurement policies / I move to cancel the current procurement for a contracted medical officer and direct staff to determine appropriate next steps for securing a medical officer.
