Purpose and Request:
recommended action
Richmond American Homes is requesting approval of an extension of a road closure for Copperleaf Boulevard (from E. Radcliff Drive to E. Stanford Place) and E. Radcliff Parkway (from S. Tibet Street to Copperleaf Boulevard) from October 1, 2022 to December 31, 2022. This closure is needed to allow for construction of a “roundabout” at Copperleaf Boulevard and E. Radcliff Parkway and widening of Copperleaf Boulevard (see attached). The Board of County Commissioners is requested to approve this road closure extension and authorize Chair to sign resolution.
end
Background and Discussion:
Per resolution 2022-049, Public Works Director has authority to approve road closures up to 20 days. The road closure to construct the “roundabout” intersection at Copperleaf Boulevard and Radcliff Parkway and road widening was originally estimated to take 45 days to complete and hence exceeds administrative approval. On July 12, 2022 (via resolution 22-384), the Board authorized a road closure beginning on July 14, 2022 and end on August 29, 2022.
The Contractor, has encountered significant utility conflicts that has necessitated additional time to complete construction of the “roundabout” and widening of Copperleaf Boulevard. The Contractor is requesting to close the road from October 1, 2022 to December 31, 2022.
Arapahoe County Sherriff’s office, South Metro Fire Protection District, Cherry Creek School District and Copperleaf Home Owner’s Association have been notified of the closure. Variable Message Boards have been used to notify motorist of the upcoming closure.
Although motorists will be inconvenienced by the closure, a safe detour has been established. PWD staff will monitor the closure and detour throughout construction to ensure a safe “work-zone” and that motorist are following prescribed detour.
Alternatives:
An alternative to keep the road open during construction of the “roundabout” would be unsafe for motorist and increase the duration of construction and therefore not a preferred alternative.
Fiscal Impact:
There is no fiscal impact related to this request.
Alignment with Strategic Plan:
☐Be fiscally sustainable
☐Provide essential and mandated service
☒Be community focused
Concurrence:
This request was coordinated with PWD Transportation, County Attorney’s office, Arapahoe County Sherriff’s office, South Metro Fire District, Cherry Creek Schools and Copperleaf Home Owner’s Association.
