The Board is requested to review and approve the proposed Environmental Health Fee Schedule for the Arapahoe County Public Health Department and to set a public hearing for final adoption on October 12, 2022.

Background and Discussion: Environmental Health (EH) fees for services exist to reduce the impact of EH programs on the general fund. There are two kinds of EH fees:
1. Fees that are prescribed by statute as set forth in C.R.S. 25-4-1607 and C.R.S. 25-4-1611.5; and
2. Fees set by the Arapahoe County Board of Health. Pursuant to C.R.S. 25-1-508(5)(j) and C.R.S. 25-10-107(1), the Board of Health may assess fees to offset the actual indirect and direct costs.
The proposed EH Fee Schedule was based on the most recent fees developed by Tri-County Health Department (TCHD), which was approved by the TCHD Board of Health on August 12, 2021. EH fees were developed utilizing a standard tool to calculate direct and actual program costs based on a unit such as hours, licenses/permits, inspections, site visits and/or facilities. The EH Fee Schedule also includes fees that are prescribed by statute as a reference.
We are proposing that ACPH Board of Health adopt this most recent version of TCHD's EH Fee Schedule, which has been revised for Arapahoe County to remove TCHD references, update formatting, revise some fee titles and units to more accurately describe the fee or unit, and remove several fee categories that...
