The Board of County Commissioners is requested to authorize the Chair to execute a memorandum of understanding (MOU) for Colorado Works (CW) between Arapahoe County and the Colorado Department of Human Services Division (CDHS).

Background and Discussion: Arapahoe County Department of Human Services requests that the Chairman of the Board of County Commissioners to sign the Colorado Works (CW) Memorandum of Understanding (MOU). This MOU is between Arapahoe County and the Colorado State Department of Human Services (CDHS) for the term from July 1, 2022 through June 30, 2025 and identifies the County's duties and responsibilities in implementing the Colorado Works program. The MOU must be reaffirmed annually through an amendment signed by both parties.
Colorado Revised Statute (C.R.S.) 26-2-715 requires the Colorado Department of Human Services (CDHS) to enter into an annual performance contract with each county to identify its duties and responsibilities in implementing the Colorado Works/TANF Program and the Colorado Child Care Assistance Program (CCCAP). The BoCC had approved a previous version of the MOU on June 14, 2021 which was for 3 years, but with the creation of the Colorado Department of Early Childhood, the CCAP portion of the MOU was removed requiring a new MOU for the Colorado Works/TANF Program. The separate CCCAP MOU has not yet been finalized.
