Purpose and Request:

The purpose of this study session is to provide an informational summary of CDPHE air quality rules related to oil and gas operations, facility permitting, inspections and air monitoring near oil and gas operations.

Background and Discussion: This study session is aimed at furthering understanding of the Colorado Department of Public Health and Environment's rules for air quality that relate to oil and gas operations and their air quality monitoring tools. The following topics will be covered:

- What CDPHE Regulates: emissions and operations
- CDPHE's Facility Air Permitting and Inspections
- Operators' Air Quality Monitoring Plans and Trigger Levels
- CDPHE's Portable Monitoring Equipment and Aerial Monitoring
- Operators' Leak Detection and Repair Programs
- Current and Future Rulemaking
- Strategies
- Role of Local Governments

Staff will also provide information regarding what the private sector is doing to comply with CDPHE rules.

Alternatives: There are no alternatives to this informational study session. The Board has expressed interest in this topic.
