Purpose and Request:

Staff will present three grant opportunities to assist with funding of the archery range and bridge at Kiowa Creek Open Space and request approval to apply for these grants. The BOCC is also being asked to approve authority for the Open Spaces director to sign grant applications.

Background and Discussion: The Kiowa Creek Open Space is located on the northwest corner of Kiowa Bennett Road and Mitchell Road, in Bennett, Colorado, and is approximately 265 acres of unimproved open space. The property was purchased in 2009 to be developed and maintained as an open space park, for future passive use recreation. In 2020 and 2021, staff worked with the consultant DHM and the public to develop a Master Plan for the Park. The Master Plan was presented and adopted by the BOCC in August 2022, Resolution # 22-434.

The final park improvement concept includes many passive recreation amenities while preserving and showcasing the beauty of the riparian habitat of Kiowa Creek. We anticipate this park to be a major regional recreation destination in the eastern portion of the County. The amenities include an extensive crusher fines trail network and natural surface equestrian and mountain bike trails, picnic areas, pavilions/outdoor classroom, wayfinding and interpretative signage, 2 parking areas including horse trailer parking, boulder seating, picnic tables, shade structures at major viewpoints, archery range, restrooms (vault toilet) and drinking fountain, bike racks and bike repair station, and trash cans.
